Creates a new View or updates an existing one. A View is a profile with type='cms' that configures devices to display a URL in a WebView. The profile object should contain: name, profileSubItems with CMS policy (URL, settings), and optionally population groups. Set pushToDevices=true to immediately deploy to devices, or false to save as draft. Views support dynamic URLs with parameters like {setting:screen_brightness}, {prop:ro.product.model}, {data:deviceid}. Returns the created/updated viewId.
